The Regional Municipality of York is an upper tier municipality of over 1.2 million people. As Commissioner of Finance and Regional Treasurer for the region, Laura Mirabella was responsible for the region’s overall fiscal strategy, financial management, procurement and corporate information technology. She oversaw an annual operating budget of over $2 billion and a ten-year capital plan of more than $7 billion.
Her approach to budget development was to demonstrate respect for the region’s taxpayers, safeguard long-term financial sustainability and to maintain the region’s credit rating.
She provided advice and support on issues that shaped York’s future. She led a number of modernization initiatives with the goal of providing programs and services to residents and businesses efficiently and cost-effectively.
October 2015 – June 2018
The City of Vaughan is a municipality of over 300,000 people. Laura Mirabella got to know and grew to love Thornhill when she served as Vaughan’s Chief Financial Officer and City Treasurer. She was accountable for overall fiscal strategy, financial management and procurement with an annual operating budget of more than $450 million and a five-year capital plan of over $600 million.
She transformed how the city prepared and communicated its budget to Council and the public, and helped change procurement policies to align accountabilities between Council and administration in line with good governance principles.
At the City of Vaughan, Laura Mirabella also served as Director, Financial Planning and Analytics, where she led fiscal planning, development of fiscal strategies, financial management and controllership policies, and financial and performance reporting.
September 2012 – September 2014
As Director, Risk Management for the Pan/Parapan American Games Secretariat, Laura Mirabella developed and led the implementation of an integrated strategic planning, performance, and risk management framework.
July 2003 – December 2005
Besides serving in Vaughan and York Region, Laura Mirabella worked in, progressively more senior policy and financial management roles in the Ontario Public Service, including the Ministries of Finance and Infrastructure as well as Infrastructure Ontario. Her knowledge of all levels of government, from the perspective as a problem solver and risk manager, is what makes her the best candidate for Thornhill.
- Accountable for integrated financial, governance, and policy analysis for a wide variety of provincial investment, divestment, infrastructure financing and organizational restructuring initiatives.
January 1993 – June 2003
Provided assurance and advisory services for small to mid-size clients in the private and not-for-profit sectors,as well as real estate, retail, media and manufacturing. Measured and provided insights into financial performance and client profitability.
